Here are the conditions to meet to unlock the following:

Team battle and survival battle mode: Play through world tour mode.
Dramatic battle and final battle mode: Complete arcade mode on level 8 difficulty.

Other two modes in dramatic battle mode: Beat Dramatic mode with both teams (Ryu/Ken and Juli/Juni)

Guile: Clear the "vs. Sakura" U.S.A. course in world tour mode, but you must first clear 19 courses and be at level 27 or higher. Guile should then appear at the character select screen.

Evil Ryu: Clear the "vs. Ryu" Japan course in world tour mode, but you must first be at level 30 or higher. Evil Ryu should then appear at the character select screen.

Shin Akuma: Clear the "vs. Akuma" Japan course in world tour mode, but you must first be at level 31 or higher. After winning that course, hold L2 while choosing Akuma at the character select screen.

Arcade-style Balrog: Beat world tour mode. After that, hold L1 and L2 while choosing Balrog at the character select screen.
